Not a menu toolkit, but it sounds like you might want 'mc' (midnight commander). I think you can associate scripts to hotkeys to extend it somewhat. I'm not big on the text-based toolkits, but they are out there. I seem to recall about 12 months ago, there was an interesting announcement that Qt had been ported to the console (!!!). Of course, some bits were nonfunctional stubs, but apparently it was usable.
