"Bulletin Board" software for web wanted



TWIMC,

I have a friend who wants to put up a "bulletin board" for students, using a
web interface.

It's the same idea as YABB (http://www.yabbforum.com/), but he'd like to be
able to customize it by changing HTML, instaed of Perl.

So, please tell me -

1. Can the HTML in YABB be customized?
2. What other open source options are there?
