Need help to Setup VPN

I've not done it with RH9 specifically, but I've certainly
set up IPsec VPNs between various flavors of Red Hat (between
4.x and 7.3) and other Linux/Unix systems using FreeS/WAN.
Have you looked into FreeS/WAN?
