I think people are ticked off at the politicians and the lobbyists who promote this. It's not xenophobic at all... though there is the danger it could spin into that... (dual-meaning for 'spin' was intentional). This issue stands completely apart from the usual debate over immigration and it's not fair to characterize the debate this way. It's not 'xenophobic' to not want to train your replacement. It's not xenophobic to not want to see your government tax dollars wasted on government programs *designed* (having no other outcome!) to put Americans out of work.
