I am not trying to be deliberately ignorant, but if the employer is required to pay the prevailing wage (and from what I read last night, they have to certify that to the government) how are they paying H1-bs "low salaries"? Who investigates this type of violation (or is this even a violation)? BTW, I have not been sleeping for the last few years, I have just had my head stuck in the sand (aka:code). There are several websites that the jobs are advertised at, but most people don't know about, so that they can say they advertised these jobs and nobody applied.
