Contract Position: Apache, mySQL, PHP (or Java, not 100% which yet)

My company is looking for a contract employee to develop a web interface to
our telephony switch.  We're going to be using Apaches with SSL, and mySQL.
The backend technology of the web-app isn't yet descided the top who
contenders are PHP and Java.
