Verizon offers a ~$30/month DSL if you have certain phone features. It's about $40/month otherwise. You can use http://www.dyndns.org for dynamic dns: about $30/year for a single domain. If you renew it at Godaddy, they'll forward it for you and you can use either your ISP's "home" page server, or your own, without paying for dynamic dns: you will, however, need some Javascript to show your "real" domain name to visitors.
