Some friends of mine at school were thinking about building a cluster, the one thing that ultimately stopped them, was that they couldn't figure out what to do with it. Aside from the badass nature of a cluster and experience of building it they couldn't come up with a compelling reason to run it. I'd say that's the first thing that needs to be done, find a use/need for it.
