Pay as you go does seem to be working (at least where I live, not in MA). Check out the toll roads :( ... I hate them, but it is one of the few ways the politicians can raise effective taxes without having the political stigma of 'raising taxes' attached to their hide. Most airports are paid for by 'use fees' and rent paid by the airlines and vendors on the airports. But the 'bonds' that are backed by those fees are usually also supported by a regional tax base. At least that is how the big airports around here are working. But the same goes for the local port authority.
