It is proprietary, but after looking around a bit, this appeared to have what I needed. I had to download the manual to find the solutution, but it did have exactly what I wanted. I was able to purge all date records prior to 2004 (and save them in a history database). After installing the product I deleted the records and finally got a good sync.
