As it turns out, the callback functionality is not enabled in the pppd binary as distributed under the RedHat and Fedora releases. One must compile from source (pppd/Makefile CBCP=y). I still recommend chestnut-dialer as an analog modem dialing tool, it even works with pppd callback :-)
