No, /etc/conf.d/* is a naming convention that I believe is specific to Gentoo. Assuming that you followed my earlier advice and it didn't work, try copying /etc/dhclient.conf to /etc/dhcp3/dhclient.conf. I think they might have changed the location of the file during one of the releases.
