Are you looking for a ticketing system or a bug tracking system? People often treat them interchangably, but there is often differences in functionality. If you're looking for ticketing, I've heard a lot of good things about RT. I've used it as a user, but have never admined it. Bugzilla is generally well regarded as a bug tracking system.
