I am not arguing with your thesis, but decision makers are besieged
with claims like Rackspace:

"The Zero-Downtime Network?"
"Our network hasn't been down for a second since November 10, 2000,
and we guarantee it never will be. Go ahead and ask other providers
when and how often their networks go down."

I am well aware that their zero-downtime is not the same as 100%
availability, but that's a subtlety lost on many clients.
