Yes, but you may not be happy with the result of a hosting service maintained by volunteers. A better option might be getting a count of how many members might use such a service, and shop around for a provider that will provide a discount for a bulk buy. There are plenty of shared server wholesalers. I'm guessing there are probably a few that deal in virtual server wholesaling. That way they'd handle the maintenance and billing.
