RCS wouldn't help you in that situation, specifically when there is a single copy of a file that multiple people are editing. Each person would overwrite other people's changes with each save. Now, if everyone had their own working copy, RCS would help, and changes from multiple simultaneous edits could be merged. But the files that sys-admins need to muck with typically need to be in a certain place...
