I'm not sure what the optimal answer is for your case. And actually, you should also consider that context switching between threads within a process is generally much faster than heavy-weight process-level context switching (this doesn't help make, since it uses processes instead of threads for it's job server). So you're probably right that option #2 is more efficient, but I'd use MAX_CORES+2 number of threads (or something like that).
