The vast majority of HDTV sets and tuners CAN'T handle QAM, encrypted or not. HDTVs are only legally required to have tuners for 8VSB (aka ATSC), the standard used for over-the-air broadcasts; sets with QAM tuners have only started to appear recently. So most FIOS customers will need a cable box for every TV, unless they only want to be able to watch the local channels on that set. The fact that FIOS provides unencrypted QAM for HDTV channels is nice.
