Nope, no such mandate. I don't think the FCC even could make a legal 
requirement about a standard that isn't used for over-the-air 
broadcasts; it would be outside their jurisdiction. That said, I suspect 
it will become normal for digital television sets to have QAM support, 
except perhaps at the very low end.
