It's always a good idea to test these things to make sure they work. 
I had a user who needed to annotate a pdf, and I recommended 
acroread, which I had used in the past to annotate PDFs. He said 
he couldn't figure out how to do that, and when i tried to help him 
with it, I found that the latest version has had the annotation tool 
removed.
