Last time this happened (shortly after the launch of the Dell Ubuntu machines) it was caused by a configuration error where a special offer was available for machines with Windows, but not for the equivalent Ubuntu machine. They fixed that rather quickly, and apologized. This is probably what is happening again; you could write to the folks at linux.dell.com and ask what's going on.
