Not sure if this is common knowledge, but the NTP Project hosts a pool of public NTP servers that you can query via round-robin DNS lookups: http://support.ntp.org/bin/view/Servers/NTPPoolServers If you need time synchronization for your desktop or server, seek a local time server in the same network, then see if your OS vendor provides an NTP server, then fall back on the NTP Pool above.
