Recommendation for Bug Tracking/Feature Request software

 Hey all, 

I'm looking for a recommendation for a friend.  They are not too 
computer/internet savvy, but they need a way to track feature requests 
and bugs for their developer's tasks.  It needs to be Open Source, 
either Perl or PHP based, and easy for a non-computer person to enter 
requests and schedule request/project order and bugs and track 
progress.   Any suggestions?
