Tiny GPL/BSD web server?

 I'm putting together a project and am looking for an open source / free 
tiny http web server that can be expanded easily. 

Should I write this from scratch or is there something already out there? 
If it isn't out there, is anyone interested in starting a GPL/LGPL 
project?
