mutt question

i have two essentially identical systems running ubuntu 
gutsy, and each useing mutt as the mail reader.  on one 
machine messages are saved with 644 permissions, and on 
the other with 600 permissions.  umask is 022 on both 
systems.  the .muttrc files are the same on both.  where 
is the switch?
