Each user can create a page, attach files easily, put on pictures, etc. Some wikis have a concept of a home page for each user, which would make this even easier. There are dozens of wikis out there. I prefer http://www.pmwiki.org because it's PHP, it has a plugin architecture to add functionality, page groups for simplifying security, and the security alerts are few and far between.
