Encryption and risk

Or at the least people who know what they're doing rather than people  
who think they know what they're doing just because they read _Applied  
Cryptography_ 10 years ago.  As an aside, do read _Practical  
Cryptography_, also by Bruce Schneier, written in part due to the  
number of people in Camp 2 above implementing security systems.
