I had previously written to Boston's CIO suggesting that the city's application include running the fiber through the sewer system to lower construction costs and avoid Google's needing to share poles or conduits owned by competitors. In my personal nomination to Google I suggested that there could also be drops for a future wide area wireless network. -Frank
