Only if you "jailbreak" the device. People publish guides, where they find an exploit to get root from the iOS kernel and make a simple procedure for other people to do the same. It will only work until a new software release is pushed out, and then you have to find a new way to do it again. Apple says it's illegal, other people who want to jailbreak the phones say it's not illegal. Both sides are biased, it's never been tested in court.
