Sendmail: Make doesn't make sendmail.cf from sendmail.mc

This is something that I figured would at least show an error, but I get no output.  I make a change to sendmail.mc, run "make -C /etc/mail" as I always have done, but for some reason today I get no newly built cf file.

Has anyone ever run into this sort of thing before?  I can edit the file by hand, but I'd rather not if i can at all avoid it...
