Android is intended to be a portable device GUI interface, and if you expect to use it on the command line like a "normal" linux distribution, you are in for a world of frustration, although it's certainly possible if you put in enough effort. I don't recommend using it that way. I didn't say you can't run perl or python. I said it's not there natively and you can expect difficulty if you want it, and other packages that would be considered "standard" on other linux distirbutions, such as ls and gcc and make.
