system that is deployed for a group of users cannot possibly be as
effective, either for percent of spam blocked, or the number of false
positives, as a single-user filter.  However, for many people, a group
solution (the ISP doing the filter) is Good Enough (90-95% of spam
caught in my own personal experience).
