It is a single executable that provides a stripped down shell, plus simplified versions of a dozen or so other common commands that normally are separate executables. It's popular with embedded systems because it is optimized to use a minimum of resources. You'll find Busybox on phones, routers, video cameras, and as you noted, NAS appliances.
