Hi Jerry-
  Would something like this work for you?  

http://www.webdrive.com/products/webdrive/index.html
http://www.expandrive.com/

It will mount a drive that uses SSH transparently in the background to communicate with your server. I've used the OSX version of ExpanDrive happily for quite some time, can't speak to their Windows product but I suspect it is pretty good.
