The headline makes it sound more significant than it is. They're just adding the MATE (http://mate-desktop.org/) package to the repository. Not making it a default desktop (unlike Linux Mint). The proposal was approved at yesterday's meeting of Fedora's Engineering Steering Committee (FESCo).
