I'm not following your reasoning. Can you elaborate on why you believe
this to be the case?

I agree with the other poster's suggestion to switch your dial-up
service to a smaller, independent ISP. It doesn't surprise me that
Verizon has forgotten that they still provide this service. I'm rather
surprised to hear that they (claim to) still provide it.
