Chromium will play videos. It is available from the Fedora repo. Installing Chromium will also install chromium-libs and chromium-common. Add the RPM Fusion repos (both free and non-free) and install chromium-libs-media and chromium-libs-freeworld from there. All of the aforementioned gstreamer1 plugins are also installed and the HTML5 page at YouTube displays Chromium will support all formats listed on that page. FWIW, Adobe Flash is being EOL'd in 2020 and I've read the browsers will /begin to/ remove support for it in 2019.
