I can tell you from experience that rebooting the router may not be enough. It has to be reset sometimes in order to refresh the routes. The fact that it's not even getting *PAST* your router is a little suspicious. One would think it would at least get one hop out. Granted, there COULD be a routing/BGP issue between Comcast and Level3. It wouldn't be the first time.
