It used to mean -- well, various things about peering relationships and transit purchase -- but now I would look at things like "do they have a solid technical infrastructure" and "are they well-connected" and "what are their policies and does an auditor claim that they follow them" and most importantly, "do they provide the services I want?". Depending on what you want, it would be perfectly reasonable to tell you to buy virtual machines at any of [Amazon, Microsoft, Google, Rackspace, Linode, Digital Ocean, Hetzner...] and/or use their DNS services and/or use a CDN such as Cloudfront, Akamai... -dsr-
