What *precisely* does your web server error log say when you try to access the file? This should give you some clues about what specifically is happening. Because as Derek suggests, it might be SELinux. Or it might be a missing Allow or Require directive in a relevant httpd configuration file. Or it might be something missing from an .htaccess file, or some module configuration. -- \m/ (--) \m/
