It may have inadequate/wrong config. Or a bad copy of some of the necessary files. In the Grub boot shell, you can explore the stick partitions with 'ls', then (a) pick one as root, (b) pick a boot image, (c) set up an init filesystem, and (d) boot manually. https://develmonk.com/2021/04/05/the-grub-prompt-demystified/ etc Which if it's the only way to rescue a system is worth doing, but usually isn't.
