Yes, and it is also intended to be seen as a smart ass assertion.

The way to fix truly terrible code is not to?enumerate the problems as 
individual bugs, but to fix the terribleness.

If one *insists* upon defining the problem as a list of individual bugs, 
each to be fixed individually (each in a tiny little PR!, because tiny 
PRs are the Correct Way to do things), it seems an open question whether 
that journey will be infinite or not,?if the code is terrible enough.
