[BLU/Officers] Video capabilities for BLU meetings

Hi, guys.

We're  having some limitations with video at tonight's meeting that we
haven't been able to address with the room's built-in capabilities. One
limitation is that we can't usefully record the second screen, and another
is in switching between multiple VGA sources.

I'd like to use BLU funds to purchase a couple devices and adapters to
address these limitations. I'll put together a list of what I have in mind
in the next couple of days.
