[BLU/Officers] DMARC issues



One of the recommendations was to upgrade to the latest Mailman release.

Cheyenne is fairly old; it's running Fedora 13, and it may not be feasible
to upgrade the Mailman rpm to the latest release, so you may have to
replace the rpm with a manual install of Mailman.

Or maybe the makefile has an rpm target, in which case an rpm upgrade might
be feasible.
