[BLU/Officers] Rocky and possible code of conduct

Rocky is a real pain in the ass. He actually brought his own volunteer, Ben
Shapiro, but he tends to be very disruptive both at ifests and meetings.
Chris Allen Same-timed me at work about him. Also, Leslie Graham asked me
if our meetings ever became violent. I also saw that Rocky pigged out.

A couple of things I am going to do at the next installfest:
1. If he gets disruptive, I am going to ask him to tone down
2. If a paying guest needs assistance and Rocky is monoppolizing a
volunteer, I'll ask that volunteer to help the paying guest
3. Food. I an not going to honor his pizza request. The only people IMHO
who can get their own pizzas are Ron and John and Bill Ricker who has
allergies.
