what does your inetd.conf line look like?
Does user cvs own /usr/cvsroot on flounder?
what happens if you login to flounder, su to cvs, set CVSROOT to
simply "/usr/cvsroot" and try and import something? That ought to tell
us if it's a pserver issue or a general issue...
