passwd problem

Edit the password file (/etc/passwd) and empty the password field. It
should have an x in it. Then log in as that user and try.
Also check permissions and ownership of /usr/bin/passwd:
-rwsr-xr-x 1 root shadow 27920 Mar 11 05:50 /usr/bin/passwd
