On RH, runlevel 2 brings up the network. It is (by default) essentially
the same as runlevel 3 except no NFS.
What I might do is reboot to single user, then bring up the services in
/etc/rc2.d manually, in order, to see what fails or hangs, if anything.
For this very reason, I generally modify RL2 to disable most networking
functions, ESPECIALLY sendmail and NIS.
