Did you try making the 'bin' directory (with correct permissions) before
untaring? Like in:
$ mkdir bin
$ chmod u+w bin
$ gzip -dc bin.tgz | tar -x
~'`^`'~=-.,__,.-=~'`^`'~=-.,__,.-=~'`^`'~=-., \|/ (___) \|/ _,.-=~'`^`
