config IP address - need help

What do these two files have in them:
/etc/sysconfig/network-scripts/ifcfg-eth0
and
/etc/sysconfig/network
What happens when you manually type:
# ifup eth0
# ifconfig
~'`^`'~=-.,__,.-=~'`^`'~=-.,__,.-=~'`^`'~=-., \|/ (___) \|/ _,.-=~'`^`
